You can try to use the following code to loop through the locales:

{% set locales = craft.i18n.getSiteLocaleIds()%}

{% for locale in locales %}
    {% set localeEntry = craft.entries.id(entry.id).locale(locale).first %}
    <a href="{{ localeEntry.getUrl() }}">{{ localeEntry.title }}</a>
