Commerce discount promotions as a fieldtype?
That field type doesn’t currently exist, but it wouldn’t be hard to create it.
Here’s the relevant code you’d need if you want to take a stab at it:

Yes, I believe this is perfectly acceptable. As long as you are not pretending to be Craft CMS or Pixel & Tonic, then you shouldn’t run into any legal issues.

Commerce: Combining unwanted quantity discounts
This issue has been solved. Craft Commerce discounts now have both a "minimum order qty" as well as a "maximum order qty" field. Discounts are no longer mixed up.
