Revisions to Craft 404 for admin dashboard

OK, I have encountered the following two issues (might be two separate issues, which is fine if it is, I will split them accordingly if need be)issue:

Issue #1:
Admin page gets a Craft 404 page error; home page loads fine though.

Home page: 192.168.10.95
Admin page: http://192.168.10.95/public/index.php/admin/dashboard

Clearly Craft is working, though I am not sure what is causing this to break for me. Any suggestions?

Issue #2
I have tried to remove the 'index.php' from my URLs with this article: https://craftcms.com/support/remove-index.php

an I am at a loss on how to remove the http://192.168.10.95/index.php/news from the URL. I I can provide any information you may want to see, just let me know.

<VirtualHost *:80>

ServerAdmin webmaster@localhost
DocumentRoot /var/www/html/public

ErrorLog ${APACHE_LOG_DIR}/error.log
CustomLog ${APACHE_LOG_DIR}/access.log combined

</VirtualHost>

I have pointed my DocumentRoot to /var/www/html/public, though did I miss something in my configuration?
