Is it possible for a plugin to add a link to the list of save actions in the entry edit control panel page?

Question

I would like to add a new horizontal line and link within the Save options menu as pictured here. My use case is to add a link called "Save and send for localization" which will be used to send the entry to a 3rd party service to localize the entry into other languages.

If not possible, I intend to use Template Hooks to add a button to the Settings menu.

I'm using Craft 3.
